The war has led to widespread death, destruction, and displacement, with 6.3 million internally displaced people, 4.4 million returnees, and 6.9 million individuals enduring the conflict in their homes. The recent intensification of attacks on energy infrastructure, coupled with freezing temperatures, has triggered an energy crisis, posing new threats to the population, especially in the face of the harsh Ukrainian winter.

This urgent campaign seeks support to address critical needs in three key areas: for Food Security, ensuring access to essential nourishment; for Shelter and Non-Food Items, providing vital support to those without adequate housing; and for Water, Sanitation, and Hygiene, crucial for maintaining health and preventing the spread of diseases. The severity of needs is particularly acute in areas under the temporary military control of the Russian Federation and those directly affected by active hostilities, where over 70% of assessed regions are in the highest severity level. As winter intensifies, the risk of life-threatening conditions looms large, making it imperative to act swiftly.
